Twitter issued a new policy that allows you to send Direct Messege (DM) to a certain account without having to follow-back by the account. Accounts that are possible using this feature is a Verified Account. This special account used by a specific artist or product brand.

so, you can follow "Verified Account" of this, send DM, and to unfollow if the need is over. This revealed Nabeel Ziyaan, which revealed that the requirement for users to follow to receive a Direct Message has been modified as quoted by The Next Web.
     |Now, Twitter verified accounts {Brands} can let followers without following Direct Message back.

Ziyaan claim was approved also by the service provider in India, Tata DoCoMo. Joint venture between the Japanese company NTT DoCoMo telko and Tata Group. The company is tweet from his official account.

     |Now to DM us all you need to do is follow @ tatadocomo. No need for us to follow you first. Tested and its working.

Last year, Mashable reports that Twitter is working on Twitter Business Center, which will allow additional features for a number of brands. One is a feature that allows to receive Direct Messages without following users.

Twitter has not yet announced whether these features will be rolled out to all users or not. Verified Accounts For users who are not comfortable with this feature, Twitter also provides an option to disable it.
